This paper surveys the reopening for business of stores in Nishinomiya city during the two months after the Great Hanshin-Awaji Earthquake, which occurred on 17 January 1995.
We followed three steps in the research. First, we chose five commercial districts Kitaguchichiku, Chuo-chiku, Kotoen-chiku, Imazu-chiku, and Koshienguchi-chiku-for this survey. They were chosen based on seismic intensity, scale of commercial activity, location, and so on. Second, we observed the stores in these districts. Third, we talked to people connected with the stores about damages, the reopening schedules, and various aspects of their situation at that time.
From this survey, three main findings are ascertained. First, the degree of damage in the districts had a major influence on the reopening for business of stores. The rates of reopening in the five districts were 49.1% in Kitaguchi-chiku, 27.6% in Chuo-chiku, 37.5% in Kotoen-chiku, 54.8% in Imazuchiku, and 84.8% in Koshien-chiku. The lighter was the damage suffered by the district, the higher was the rate of reopening. The situation of commercial activity after the quake was closely related to the type of building construction. Wooden buildings were most seriously damaged. As many old stores were wooden buildings, they were mostly destroyed by the quake.
Second, the recovery of electricity, gas, and water supply influenced the reopening. The resumption of raliway service also influenced the number of customers. Kitaguchi-chiku was affected by the fact that Nishinomiya-kitaguchi station was the terminal closest to the stricken area. Many people used the station, so numbers of customers temporarily increased in this district.
Third, the most important problem has been the decrease in the numbers of regular customers. The return of the victims who had lived near these areas will be the motive for further rehabilitation in commercial districts.
