一般廃棄物中の容器包装廃棄物の適正処理と資源の有効利用を確保する目的で容器包装リサイクル法が平成9年4月に本格施行された。法律で指定する容器包装に関して, 消費者は分別排出を, 市町村は分別収集を行い, 事業者は再商品化の義務を負う。3年間は, ガラスびん, PETボトルを対象として, 大規模事業者が義務を負う。新システムの要ともなる (財) 日本容器包装リサイクル協会に再商品化を委託した事業者は約500社, 分別収集物の引き取りを依頼した市町村は約1, 000である。同協会は70社弱の再商品化事業者に再商品化を委託し, 市町村から引き取った分別収集物の約8割前後を再商品化している。短期間の準備と初めての全国的システムの運用としてはかなりの好成績である。一方, 法律が完全施行される平成12年には, 中小企業が, そして紙およびプラスチック製容器包装が対象どなる。これに向けて分別基準や再商品化手法を検討中である。
"The law for promotion of sorted collection and recycling of containers and packaging" (hereafter referred to as "The Law") was put into full-fledged enactment since April 1997, aiming at appropriate disposal of container and package waste, while assuring effective utilization of resources. The Law provides that the consumers shall be responsible for sorted disposal of the used containers and packages, that the municipalities shall be responsible for the sorted collection, and that the business sector shall be responsible for the recycling or merchandising of collected material. For the period of 3 years since the inauguration of The Law, these obligations under The Law are limited to glass bottles and PET bottles in terms of material that falls into the framework, and to the large scale business entities concerning recycling duty.<BR>Japan Containers and Package Recycling Association (hereafter referred to as "The Association"), which is the core organization in the framework of The Law, entered into consignment agreement with some 500 companies for their recycling duty, and with some 1, 000 municipalities for the lifting of their collected recyclable materials under The Law. The Association contracts some 70 recycling businesses for processing the materials received from the municipalities for merchandising, and 80% of these materials have been recycled back to the market place to date. This result may be regarded as remarkable success for this kind of nationwide system that had been put in operation after very short preparatory period of time.<BR>From the year 2000, middle and small businesses, which are currently allowed a grace period, shall become involved in the framework, and paper and plastic containers and package shall fall under the umbrella of The Law. Presently study and preparation for systematization, including sorting standards, recycling methodologies, etc, are underway.
