抄録

In most of medium and small local cities, those population are decreasing and are estimated to gradually decrease in future. There are no need to develop new residential land in suburb. Main efforts should be focused to redevelop its built-uparea considering increasing aged persons and revitalization of its inner city. In a well-balanced compact city, everyone easily goes to shopping center, city hall, hospital and others on foot.
