韓国の企業集団の福岡進出と地元自治体・企業の果たした役割 Foreign Direct Investment in Fukuoka by a Korean Business Group and the Roles of the Fukuoka City Government and the Local Business Group
本研究は,韓国の企業集団 (A企業集団)の福岡への進出行動を事例に,A企業集団の海外進出の戦略,福岡への進出の経緯,そして福岡市の政策や地元企業との協力関係の形成が外資誘致に果たした役割を分析した.その結果は,次の4点に要約される.第1に,A企業集団の海外進出戦略は,世界の3極体制を成すアジア・ヨーロッパ・アメリカへの進出,A建設・A電子を柱とする海外進出,企業集団レベルの系列企業間の共同出資,そして現地企業との提携による合弁事業の4点を特徴としていた.第2に,A企業集団3社の福岡への進出における最も重要かつ積極的な契機は,A建設の積極的な日本市場の開拓戦略が福岡で実現されたこと,そこで構築された地元企業(C地所)との協力関係が形成されたこと,そしてこの時期に福岡市によって福岡 SRP (Software Research Park) 事業が打ち出されたこと,の3点であった.第3に,福岡市は,情報関連の研究開発機能の集積を目指す福岡SRP事業を展開することによって,海外一地元企業間の協力関係を構築する契機を与え,地方中核都市への大手外資企業の誘致を促した.第4に,地元企業は,A企業集団の事業展開に伴う資金を円滑に供給し,外資企業の福岡進出を積極的に促進した.また,トップ経営者間の信頼をもとに形成されたA建設一C地所間の協力関係が,A企業集団一C銀行グループ間の協力関係の構築,さらには韓日の企業集団・グループの投資活動の重要な柱となったことである.
This study aims to survey why subsidiaries of the Seoul-based business group (Group A) have been located in Fukuoka, especially focusing on the policies of the Fukuoka City government and the cooperative relationships between Group A and the Fukuoka-based business group (Group C). The data used in this study were obtained from personal interviews with top executives of the Seoul-based headquarters of Group A and its subsidiaries in Fukuoka; the headquarters and subsidiaries of Group C; and with the Fukuoka City administration. The following three points were analyzed: 1) the overall pattern of Group A's overseas direct investment; 2) the actual process of direct investment in Fukuoka by Group A; and 3) the effect of the inward investment policies of the Fukuoka City government and the cooperative relationships between Groups A and C.<br> The results are summarized as follows:<br> 1. The overseas investment strategy of Group A identified three points: 1) a global tripolar investment structure comprising North America, Asia, and Europe; 2) a global investment strategy that gives priority to the trade, construction, and electronics industries; and 3) the joint capital strategy among subsidiaries at the business group level. The location policy of Group A in Japan is characterized by the establishment of its subsidiaries in Fukuoka, while subsidiaries of other Korean companies have mostly been established in the Tokyo and Osaka metropolitan areas.<br> 2. The actual process which subsidiaries of Group A came to be located in Fukuoka evolved in three stages: 1) a personal network among top executives of a construction subsidiary of Group A and a real estate subsidiary of Group C was formed through a joint construction business in Fukuoka; 2) the Fukuoka City government helped Group A to realize new business opportunities and provided the chance for it to form business networks and cooperate with Japanese companies through the Fukuoka Software Research Park (Fukuoka SRP) plan; and 3) utilizing this plan for the Fukuoka SRP, the existing personal network between the two subsidiaries of Groups A and C enabled mutual cooperation between Groups A and C to evolve further so that Groups A and C were located in the Fukuoka SRP.<br> 3. The Fukuoka City government played a role in fostering cooperation between overseas companies and Fukuoka-based companies, resulting in attraction of foreign capital to Fukuoka, outside the Tokyo and Osaka metropolitan areas. The role of Group C was to furnish funds for foreign direct investment in Fukuoka by Group A, and to increase cooperative relationships between the two business groups.
