抄録

Today, the introduction of PFI applied in the United Kingdom is examined in Japan in order to reform public investments. The important problem is to share risks between public office and private enterprise in applying PFI. In this study, we took up the northern part of Sapporo as a case study, and studied the planning of new transportation system considering risk allocation based on PDF. We analyzed the business profitability considering the demand risk and proposed the appropriate sharing of the business risk.
