抄録

WHAT IS CALLED "SPRAWL" IN AN URBANIZATION CONTROL AREA, IS MOSTLY CAUSED BY "DEVELOPMENT PERMIT SYSTEM" AND "KISON-TAKUCHI SYSTEM", OR A BUILDING PERMIT OUTSIDE THE URBANIZATION PROMOTION AREA. SO FAR THE STUDY OF URBAN SPRAWL HAS BEEN SUPERFICIAL. WHAT SEEMS TO BE ESPECIALLY LACKING IN THE STUDIES ARE THE APPROACHES TO THE SUBJECT FROM AN ADMINISTRATIVE POINT OF VIEW. IN ADDITION ANOTHER IMPORTANT FACTOR TO BE TAKEN INTO ACCOTMT IN REGARD TO THE SPRAWL PROBLEM IS THE DEMARCATION OF ZONES, ON WHICH WHETHER AN AREA WILL BE INCLUDED IN AN URBANIZATION PROMOTION AREA OR IN AN URBANIZATION CONTROL AREA DEPENDS. FOR THE REASONS MENTIONED ABOVE, THE AIM OF THIS PAPER IS TO CLARIFY THE MECHANISMS OF URBAN SPRAWL IN AN URBANIZATION CONTROL AREA THROUGH A CASE STUDY OF ONE CITY IN SAITAMA PREFECTURE, GIVING WEIGHT TO THE ADMINISTRATION'S MANAGEMENT OF THE TWO SYSTEMS TOUCHED ON IN THE OPENING SENTENCE.
