This paper examines the process of conflicts and how they are overcome in introducing new medical treatments in modern Japan. This illustrates an effective way for contemporary nations to introduce new medical treatments.<br>Regarding problems accompanying the introduction of new medical treatments, this paper presents the following three points. The first problem is the rejection of new medical treatments based on a misunderstanding of them and old customs.<br>The second problem is the patient's own concealment in the case of infectious diseases, due to fear of alienation by the local community and being sent to quite inadequate isolation facilities. In addition, having an epidemic disease may affect their livelihood.<br>The third problem is the confrontation between the doctors dispensing traditional Chinese medicine, which was the main current in premodern Japan, and the modern doctors, who administer new kinds of medical treatment.<br>Based on the above discussion, this paper addresses four points to refer to when contemporary nations introduce new medical treatments: 1) investigation of actual conditions in local communities, which is effective to reduce friction with local people. 2) the local population's independent participation in the introduction process. 3) educating the local doctors to play an important role in the new medical treatment's introduction. 4) consideration of compulsory measures to prevent especially infectious diseases spreading.
