Abstract
Road construction and maintenance in Japan have been steadily achieved aiming at nationwide quantitative equality. However, many chronic problems such as traffic congestion and traffic accidents are yet to be resolved. In addition, the diminishing financial resources for new road due to the decreasing population and arrival of renewal cycle of existing road call for the efficient allocation of resources in road administration. Furthermore, citizen participation in public planning demands increased accountability and transparency. The Ministry of Land Infrastructure and Transport initiated a new road administration system based on the management cycle with outcome measures. There are some problems about how to incorporate public opinion and regional characteristics into this new process. In this study, authors proposed a performance management system of road administration reflecting these points.
