Abstract
This paper aims to clarify the actual conditions of the transition from independent ordinance to delegation ordinance affected by landscape law in Kanagawa prefecture. As a result of the analysis, the following were clarified. 1)most independent ordinance are reflected to the delegation ordinance, but it's contents were selected, 2)delegation ordinances by landscape law were utilized by diverse purpose, 3)A large-scale municipality should select whether to secure a high quality for the development of the limited amount or to secure the minimumu standard for the development of some amount for the scenery control,4)The content of the restriction polarized to the abstract one and the concrete one, 5)An independent ordinance was neccesary for the development conference procedure and the social pressure.
