Abstract

This paper discusses how local governments could seamlessly transfer their systems of controlling visual landscape from with Landscape Ordinance to with Law of Landscape recently issued. We explore efforts and issues of the previous local Landscape Ordinances and argue how the Law of Landscape could improve local governments' strategies. Particularly it examines the case of Odawara City in Kanagawa Prefecture. The city recently issued new Landscape Ordinance and restructured their systems of controlling visual landscape after experiencing difficulties to control building developments with their previous strategies. Through analyzing problems that the city faced, and exploring how the city improves their systems, we discuss essential points that local governments would need to consider as they establish their new systems under Law of Landscape.
