Abstract
Driven by the necessity of citizen participation in promoting decentralization and municipal policy-making process, regional planning originated by the citizens and their initiatives in the public work activities are spotlighted in the recent years. It seems to signify the public role changes between the governmental bodies and citizens. This research examines Yamato city of Kanagawa prefecture, who has been proactively introducing policies to support and promote such activities by the citizens, and aims to clarify the roles of the citizens and government in the policy implementation. Specifically, it will be analyzed through the comparison of 1) community organizations, 2) activity support organizations for the citizens, and 3) self-governing organizations of local relations.
