Abstract

The International Tourist Bureau (ITB) of the Ministry of Foreign Affairs organized the International Tourism Committee (ITC). The National Parks Law was 1931 proclaimed. 3 months after the proclamation ITC invited twice some of authorities or experts of mountains (alpinists, skiers, writers etc.), who had been in European Alps and winter resorts. The mountain-authorities introduced some of cases of ski resorts, mountain railroad, hotels, roads, traffic facilities but pointed problems of the status quo in Japan, especially in Kamikouchi. The problems in Kamikouchi of road planning and nature conservation became a issue of this meeting. Japanese Government and ITB regarded Switzerland as a succeeded country by the Alps tourism. They sought the possibilities of the success way of mountain tourism and had no interest to the damage by the mass tourism in Alps, although some of authorities pointed out.
