Abstract
This study aims at examining the role of local management associations in the UK, for example the first garden city Letchworth managed by a heritage foundation, Hampstead garden suburb managed by a trust, New Lanark managed by a housing association, Port Sunlight managed by a village trust, Bournville managed by a village trust and New Earswick managed by a housing trust and so on, to establish the management system of living environment managed by local community associations. For this end, it is possible for Japan to establish the management system, which the property management organization (PMO) has real estate properties and the power to control the use of lands in the area in order to make the area more beautiful and democratic from learning about the management system at these housing areas.
