Abstract

The Aomori-Iwate Prefecture Border case regarding illegal dumping came to light in 1999 and was a turning point for this issue. In order to fully pursue the responsibility of those entrepreneurs who emit waste the government has now enacted a special-measures law to remove the obstacle caused by illegal dumping of industrial waste, has revised the Waste Disposal Law, and has set up mechanisms for fostering excellent industrial waste management contractor. In Iwate Prefecture, enacting an original ordinance to strengthen waste measures has advanced maintenance on the system side.<BR>The prefectural office has, on the other hand, tried a new approach : completely removing waste that was illegally dumped to prevent pollution diffusion in the early stages, also putting the local population at ease and promoting an on-site administrative execution by proxy, while at the same time winning the support of the government through an execution plan based on special measures law. Moreover, the consignment situation is investigated to pursue responsibility of entrepreneurs who are emitting waste, as well as to find out who is responsible for illegal dumping of waste.<BR>This paper presents an outline of the above approaches and explains the progress of the business involved, and more.
