General components such as pressure vessels, piping, storage tanks and so on for chemical and petroleum-related-plants and town gas facilities are designed in accordance with the construction codes based on the assumption that there are no flaws in such components. <br/>There are, however, numerous instances in which in-service flaws (local thin areas) due to external corrosion, etc. , are found in equipment designed according to these construction codes. It is strongly desirable that repairing or replacement work should be restricted to equipment with malignant flaws judged by a reasonable and quantitative assessment, because repairing tends to result in ruining the integrity of the equipment concerned. The construction codes fall short of our expectations in judging whether in-service flaws are acceptable or not. Therefore, the establishment of a FFS rule capable of judging these flaws has been awaited for a long time. It is necessary to establish suitable, reasonable standards in fields ranging from construction to maintenance. The FFS rule would be an excellent complement to the construction codes. The assessment standard (Ibaraki FFS rule) for externally corroded pressure equipment is based on the newly developed p-M method, which can readily assess equipment with external flaws subjected to combined internal pressure and external bending moment.
