障がいがある方のニーズに応える試み : 湖南市発達支援システムについて Initiative to Respond to the Needs of the Disabled : The Konan City Development Support System

われわれの基本的な考えは, 「市に生まれて育っていく子どもたちを, 市がどのように育んでいくのか」ということの答えを実現することである.生活者, 学習者を起点にして, そのニーズを把握していく.各領域で必要なときに必要な支援を行う横の連携と, 必要な支援を生涯にわたり継続して支援していく縦の連携を行っていくことである.<BR>われわれは, 教育, 保健, 福祉, 医療, 就労などの領域の既存の役割を個の発達的ニーズに焦点化し支援を仕組んで協働していく「発達支援システム」のプランのさらなる充実の実現のためにいろいろなことを行っている.

Our underlying target is to answer the question of what the city should be doing to support the upbringing of children born and raised locally. We proceed by progressively understanding their needs, commencing with those who live and/or study in the city. Two liaison vectors are pursued: a horizontal vector whereby necessary support is provided when needed in each area, and a vertical vector in which necessary support is provided throughout the entire course of a lifetime.<BR>We perform a variety of services toward greater realization of our “Development Support System” plan, which focuses on working together to assemble a support system for individual developmental needs existing in areas such as education, health, welfare, medical treatment and employment.
