Abstract

Efforts to reduce plastic shopping bags in Kyoto City are introduced from both the quality of waste and quantity of waste viewpoints. With regard to the quantitative view, adopting a system that places a charge on plastic bags at the check-out counter has been found effective in the effort to reduce the amount of waste. However, some establishments still hesitate to adopt this system as they feel that it will turn customers away: and it is expected that a more effective means of raising awareness should first be investigated. Though reduction of plastic shopping bag use should certainly be valued as the promotion of a positive lifestyle change, it is our hope that this practice will spread out to other types of waste as well.<BR>As for the qualitative view, this paper demonstrates how the presence of lead in plastic shopping bags becomes an environmental burden in the recycling and treatment processes. There are cases where some stores made the suggested improvements after learning about the presence of lead since lead pigments can easily be replaced with alternative substances. It would be beneficial to further report on these efforts to make improvements. The development of a public campaign that provides information on lead pigments in plastic bags and eco-friendly solutions will be a necessary future step in addressing this issue.
