Abstract

2006 Amendment to the Containers and Packaging Recycling Act introduced measures for waste reduction. After the enactment of this amendment, close cooperation among local governments, residents, and retailers has taken place, and many positive actions that prevent the use of plastic bags have been newly implemented. In particular, these include the elimination of free-of-charge plastic bags and establishment of a reward system. These introductions of charge on plastic bags have been shown to have dramatic effects. This paper presents studies on behavioral economics that explain these effects, and illustrates how close cooperation among stakeholders is the precondition for success.<BR>The Kobe 3R Action Plan, adopted at the G8 Environmental Ministerial Meeting held in Kobe this year, specifies actions that can be taken to prevent the use of plastic bags. This paper gives an overview of situations in over 20 countries, and shows how they are influencing each other.<BR>The paper also suggests policy implications that such examples of progress can have on the trend to eliminate plastic bags.
