抄録

The bill for the amendment of the Containers and Packaging Recycling Law was approved by the Diet and issued in June 2006. There are two important points in this bill: Promoting reduction of container and packaging waste and establishing a subsidy system for municipalities from businesses.<BR>One of the remarkable outcomes of this bill is that more than ever before, concrete measures for the reduction of containers and packaging waste could be discussed among stakeholders during the planning process. Moreover, after a year and a half of discussions among stakeholders, a subsidy system was agreed upon that brought funding from businesses to municipalities.<BR>Measures are being prepared, including government and ministerial ordinances, in order to ensure proper enforcement of the Law. The next stage of amendments to the Law will be discussed in five years. It is strongly expected that, until that time, all consumers, municipalities, businesses and other stakeholders will make every effort toward waste reduction; and high-quality, efficient recycling of container and packaging waste. It is also expected that this will lead to even more constructive discussions on amendments to the Law in the future.
