Reading in language teaching is by far the most important of four skills though the current focus is on listening and speaking. Reading is both thinking process and productive activity. It is more than just receiving meaning in a literal sense. It involves bringing a greater thinking ability or cognitive effort. In Japan, English instruction at high school and college level usually employs the 'intensive reading procedure'. The 'extensive reading procedure,' on the other hand, has attracted comparatively little research interest. This paper reviews the history of reading theory and the literature on development stages, compares intensive reading with extensive reading, and discusses independent readers.
