<原著>歴史的農山村環境の保全と地域再生  [in Japanese] <Original Paper>On the preservation of the historical rural environment and the revitalization of the rural communities : A case of the construction of the relationship by the Urban-Rural Friendship  [in Japanese]

日本の農山村では,直面する少子高齢化,過疎が深刻化し,歴史的環境を擁する地域にあっても,その環境を保全し後世に伝えることが困難となっている。また,受け継がれた文化や歴史も同様である。その環境こそは,いわば生活の営みの中にある「自然」,人間が生存する「自然」とでも言えるものであり,日本人の多くが豊かさを感じる自然であり,わが国の「新しい社会資本」として考えるべきものである。その場所での人々の営みが継続的,自律的に営まれることによって,この歴史的環境が保全され地域が再生する道が求められている。その再生に当って,地域の環境資源,生活資源とも呼べる歴史的文化的資源に対する地域住民の再認識と新発見がその第一歩となる。その契機として考えたいのが,都市農村交流であり,そこに個人や地域のネットワークから生れる本来的意味での社会資本(ソーシャル・キャピタル)を見出すことが出来る。

In Japan, most of rural communities suffer from the problems of a decline in the number of children, an aging society and the depopulation. Even the communities that have historical environment, it becomes more serious to preserve and hand them to coming generation. It is also under the same situation about the culture and the history that they succeeded. If we express this historical environment in different words, it is the natural environment in the rural life. Most of Japanese can feel the affluence to that. We should think that it is "the new social capital". Now, It is sought for that the ways of the preservation of this historical environment and the revitalization of the rural communities by their continuous and autonomous lives in there. On the revitalization, it is the first step that the people in the rural communities appreciate and discover "the environmental resources" and "the resources in their lives" in their historical, cultural resources. As an opportunity of this, I suggest a friendship between rural communities and urban communities. We can find out the social capital in the essential meaning in it.
