As Japanese corporations extend R&D activities into global reach and change patterns of them from 'Catch-up' type to 'Innovative' one, it is pointed that fundamental reconsideration for the traditional R&D personnel management system based on the length of service is needed. In this paper, drawing upon a questionnaire survey for the research personnel, the author discusses about the management system for them, focusing on recruitment, training, and career development. The Japanese practice for the research personnel management has been changing from monolithic career management to the perfor-mance-oriented one. The new management system is functional not only for timely recruitment, but also for capability and career development of each staff, and for vitalization of innovative research activities. However, new challenge is also emerging, that is clarification of evaluation criteria for personnel assessment.
