シンガポールの「家庭」における言語使用状況 : 1990年センサスの分析を中心に Language in the Home Domain in Singapore : An Analysis of the 1990 Census Report

1965年の独立以後短期間のうちに驚異的な経済発展をなし遂げ,アジアの奇跡と注目されるシンガポールは,多民族・多言語国家としてよく知られている。独立後の国家建設事業において,国民統合は,国家建設の中心課題とされ,政府は多言語政策(四つの公用語の制定)並びに二言語教育を推進してきた。英語と華語(標準中国語)の二つの公用語は特に重視されてきた。英語はすでに行政,ビジネス,教育など社会のさまざまな分野で動かし難しい優位を保っている。最大の民族集団である華人(中国系)に対しては,中国語方言から華語への転換奨励政策が実施されてきた。しかし,シンガポールの言語状況の全体像を理解し,またその言語計画・政策を評価するには,公的な分野以外の,より私的な言語使用領域の事情を理解する必要がある。本稿では,1990年のセンサス(国勢調査)にあらわれたシンガポールの「家庭」における言語の使用状況の推移と現況を分析するとともに,70年代末以降80年代を通して重点的に推進されてきた公的言語政策が家庭という最も私的な領域の言語使用におよぼした影響について考察する。

The purpose of the present paper is to analyse the trends in language use in the home domain in Singapore, based on the recent 1990 Census Report with a view to discussing the influence the official language policies implemented since the late 1970's have exerted on language use in the home. The Republic of Singapore which has achieved a remarkable economic growth in its short history is an ethnically and linguistically diverse nation. Since its full independence in 1965, national integration has always been an issue of paramount importance in the task of nation-building,and the goverment has promoted the language policies of multilingualism (designation of four official languages) and bilingual education to this end. Special importance has been given to two official languages ; English and Mandarin Chinese. English is now firmly established as the dominant working language in all public domains -administration, modern business and education. The use of Mandarin in place of Chinese dialects has also been promoted. However, to understand the overall sociolinguistic situation in Singapore, and to assess Singapore's language planning and policies, careful study of language use in the private, informal domain is indispensable.
