An Efficient Method for Building a Prefectural Government Official Reduction Model by the Researcher System OEPP

Abstract

Administrative reform has been pursued since 1981. The Ministry of Home Affairs supervises but cannot control all local goverments due to local autonomy. Most local governments have been reluctant to take the initiatives for reduction of their officials. A statistical model for local goverment official reduction is effective, if local goverments can make their own reform policies in reference to the model. An efficient method has been wanted for solving a variable selection problem for a long time. As a variable selection problem, the j-th best subset problem is proposed and how to solve it is shown. Onishi has developed the Researcher System OEPP to solve the first j best subset problems and then build a local goverment official reduction model in one computer-run of a main frame machine, personal computer or workstation. The OEPP may drastically shorten research periods, reduce costs and alleviate laborious work for model building for general research.
