An analysis procedure is presented which determine the leakage, static load, dynamic mass, damping, and stiffness coefficients for plain annular seal at centered and eccentric positions. The laminar lubrication theory for journal bearing with inertia force is expanded in order to consider the axial pressure drop of the annular seal. The calculated results agreed with Kaneko's experimental results. The calculated mass coefficients show the inertia force can't be ignored compared with restoring force. The expanded theory has made it possible for annular seals at eccentric positions to evaluate static and dynamic characteristics.
