Most container berths in major ports are leased by ship operators in order for them to be directly involved and responsible for the processing of containers and thus achieve higher productivity. This is justified in the case of a firm handling a large volume of containers with a large number of ship calls, but it may not result in cost savings if these quantities are not good enough. Charges in Japan's ports have been consistently higher than those in other major hubs over several years. Part of the increased cost is the result of overcapitalization of the port for the relatively small cargo volume. We, therefore, have been proposing a multi-user terminal (MUT). We have already investigated the dynamic berth allocation for MUT where the handling time for ships is assumed to depend on its berthing location and container stock area. However, it is given without considering the condition in the terminal. In this study, we make a model to estimate the handling time for ships.
