Abstract
教後教育行政における争論の中心は,教育基本法第10条(教育行政)をどう理解するかという問題である。本稿は,教育基本法の成立過程における第10条の立法者意思及び第10条の思想的源流であるアメリカ教育行政思想の検討を通じて,教育基本法第10条の意味を吟味しようとするものである。One of the most controversial problems in educational administration world in post-war Japan is a problem concerning the article Ⅹ of Fundamental law of Education.There are some contary interpretations about the article Ⅹ of Fundamental law of Education.But I do not think any interpretations are proper and right.So I tryed to examine the real meaning of the article Ⅹ of Fundamental Law of Education in this article.I first analyzed the legislative process of the article Ⅹ of Fundamental law of Education,second analyed the thought of the Educational Administration in the U.S.A.which effected to the article Ⅹ of Fundamental Law of Education.After the analyzation and consideration of the article Ⅹ,Itryed to propose my new interpretation about it.
