Abstract
1981年国際連合は, 国際障害者年のテーマを, 「完全参加と平等」と定め, 公共建築物, 交通機関, 住宅及びその要素である設備, 備品などが, 障害者の利用を考慮した観点で整備され始め, 運動能力や感覚器官などの機能低下にも考慮して, 「福祉機器や用具」などの専用品の分野においても, 「ユニバーサル・デザイン」や「共用品」の観点で見直しが進められるようになってきた。90年代に入ると, 障害者や高齢者の社会参加やQOL(Quality of life:生活の質)の向上と関連して, 日常生活や教育, 情報の確保などで「共用品・共用サービス」へのニーズは高まりをみせはじめた。
In 1981 under a slogan "full participation and equality" coind by the United Nations for International Year of Disabled Persons, reconsiderations were bagun to be given on public buildings, transportation systems, houses and daily living products from the aspect of easy use by person with disabilities. Lowered mobility and weakened sensual perception were taken into consideration, and the viewpoint "universal design" and "kyoyo-hin" were adopted even in a field of special aids and services. In 1990s, from the standpoint of full social participation and QOL (quality of life) of elderly and persons with disabilities, such designs in daily living products and equal access to information became the main issue of consideration.
