現在私たちの周りには多くの難問が山積しているが、将来への希望をもてる社会にするためには、社会の主たる構成員である生活者一人一人が、問題解決に向けた議論に参画し、さまざまな立場の人たちとともに知恵を出し合い、議論を重ねて社会的な合意を形成していくことであると捉えている。このような社会の在りようを私たちは「コンセンサス・コミュニティ」と名づけた。「コンセンサス・コミュニティ」型の意識をもつ人々は日本人全体の4分の1を占め、彼らはインターネットや情報機器を駆使したり、情報を扱う能力が高いことを考えると、今後日本でも情報ネットワークを活用した「コンセンサス・コミュニティ」の活動が広まる潜在的な可能性は高い。

We live in a society with many problems. To change this society to a hopeful one, it is important for each inhabitant to take part in the process of making a social consensus on various problems around us. We have named such a social system as the"consensus community"and the people group adequate to the system as the "consensus community group". A quarter of Japanese people belong to this group. They use informaton technology frequently and have high skills of information handling. So it is possible the "consensus community"activity using information technology will be popular in Japan.
