Abstract

Japanese national universities had turned into independent administrative institutions (IAIs) since April 2004. Whereby, National University Libraries are required to move ahead on personnel management, organizational and institutional reform. At the same time, National University Libraries will be faced upon drastic transformation of information society. It is difficult to keep up with these changes just with the library experiences, skills or knowledge. However, university libraries are expected to fulfill universities' obligations on education and research activities as a core station of intelligence infrastructure. In this paper, I would like to introduce how the librarian's trying to change, and verify the approaches done by Kyoto University Libraries and Japan Association of National University Libraries after April 2004.
