活断層と地震防災  [in Japanese] Active faults and the mitigation of earthquake hazard  [in Japanese]

1995年の兵庫県南部地震以降, 活断層は日本の地震災害を引き起こす主要な要因として注目されるようになった。しかし, これまで, 活断層研究の成果・情報をどの様に防災に役立てるかについては, ほとんど議論が行われていなかった。本論では日本における活断層の地質学的な特徴と地震災害の関係を検討し, さらに, 活断層に関連した地震災害軽減のための手順と幾つかの対応策を提示した。災害軽減の手順としては3つのレベルの具体的な仕事が考えられる。第一のレベルの仕事は, 完新世における活動履歴の解明を含む活断層の地質学的な特徴の解明である。第二は, 第一レベルの調査で得られた活断層情報に基づいて, 将来の地震災害の定量的な予測を行うことである。第三には活断層の運動に関連した地震災害を軽減するための計画を造り, その対抗策を実施することである。これまでの多くの活断層に関連する災害軽減の調査は, 上記の第一のレベルにとどまっていた。今後は, 断層運動で引き起こされる地震災害を減らすために, 我々の研究を第二, 第三のレベルに進めていかなければならない。このような手順を完遂するためには, 現在行われている全国の活断層の地震危険度評価の実施を更に推進する必要がある。また同時に, 地域の自治体や住民が活断層の基礎的な特徴を理解でき, 地質学的調査等によって得られた活断層情報に対して的確な対応がとれるような啓蒙活動の促進が必要である。

Since the occurrence of the 1995 Hyogo-ken Nanbu Earthquake, active faults have attracted much attention as an important cause of disastrous earthquakes in Japan. However there have been few discussions on how to use the integrated information of active faults for the mitigation of earthquake disaster. This paper reviews the relationships between the geological feature of active faults and seismic hazards in Japan, and points out a procedure and some measures to mitigate the severe disaster related to the fault activity. The procedure contains three levels of definite works. The first level work is to reveal the geological features of active faults including the fault behavior in the Holocene. The second is to make the quantitative estimate of the future seismic hazards based on the information from the first level. The third is making a plan and doing some counter measurements to reduce the seismic disaster related to the fault movement. Many previous investigations for hazard mitigation on active faults have stayed on the first level of above procedure. After this, we have to advance our study toward the second and third levels. To complete the procedure, it is necessary to prompt the enlightenment that makes it possible for local people and community to understand the basic feature of active faults and to cope with the given information obtained from the detailed geological research.
