Abstract

大規模災害に対処する防災システムを考えるとき, 適切な部署に,適切な情報が適切なタイミングで届くコミュニケーシヨンの実現が重要である. 本論文では, 階層型組織での緊急時の意思決定について分析するとともに, 組織の各構成員のもつ権限・義務・責任・知識に注目することにより, 人的構造を考慮した緊急時のコミュニケーションモデルを提案する. 更にこのコミュニケーションモデルのプラント制御への適用例を示すとともに, このモデルの適用可能性として緊急時のコミユニケーシヨン支援システムへの応用や, 組織形態のコミュニケーシヨンの視点から見た評価についても論じる.
