抄録

We have experienced a highly regrettable incident in which the health of viewers, and particularly many children, was affected by certain special picture techniques which are used in animation programs. To avoid this risk, the Japan Broadcasting Corporation (NHK) and the National Association of Commercial Broadcasters in Japan (NAB) made a common guidelines for picture techniques involved with animation programs, etcetera. We also made a flicker and pattern detector against the guidelines. In this paper, we refer to the guidelines and the specifics of the detector.
