ユニバーシティ・アベニュー沿道の居住地区計画 : バークレー市の都市デザイン(4)  [in Japanese] The Plan of the Residential Area along the University Avenue : Urban Design in Berkeley, California (4)  [in Japanese]

本稿では、University Avenue Strategic Plan(UASP)に着目し、その立案プロセスについて調査した。加えて、政策・戦略を整理し、以下の都市デザインに関する考え方と特徴を抽出した。1) UASPは、住民らが主体となって、地区の課題を共有し、将来像を描き、具体的な政策・戦略を立案したものである。つまり、幅広い合意・協議を通して立案された計画である。2) 地区の特性を維持しながら居住地区としての魅力を向上させ、有効利用されていない既存建築物の改修・改築により居住者増を図ることが重点課題であると位置付けているところに特徴がある。3) その内容は、現行ゾーニング規制の改定、建築制限等の提案にまで踏み込んだものである。また、建築物等に関するデザイン・ガイドラインも示され、魅力的な地区を中長期的に形成していこうとしている。

For this paper, the planning process by paying attention to the University Avenue Strategic Plan(UASP) was researched. In addition, considering the policies and strategies, the fundamental ideas and features regarding the urban design were extracted. 1) The residents played an important roll in devising the strategic plan. Fundamentally, they shared a joint sense of ownership regarding the existing problems of this area, perceived images for the future, and planned the definite policies and strategies. In sum, this plan is based on with the mutual agreement of the residents. 2) Goals of the strategic plan are to raise the attractiveness as the residential area while maintaining characteristics of this area, and to increase the population by repairing and reconstructing obsolete buildings. 3) Strategic Plan has revisions of zoning regulations, limitations on construction, and so on. The design guidelines are also prescribed. In Berkeley, residents are forming an attractive area in the middle/long term.
