Because the service provision system has become contract-based, ('S) both employers and individual workers now have direct responsibilities. Risk management should be introduced not by the workers, but by the employers, and workers need to improve their assessment abilities and increase their responsibilities as specialists. Specialist personnel are also required to secure the quality of specialized assessment.
