This paper proposed a new chart for describing the damage patterns of reinforced concrete buildings by seismic vulnerability, using damage photographs of the buildings that were damaged in the 1999 Turkey-Kocaeli earthquake. Wider application of this chart to other earthquake damages was confirmed by successfully classifying damage patterns in various types of reinforced concrete buildings constructed in Mexico and Japan. Simple and easy way of damage survey with this chart was corroborated by our field investigation in the 1999 Duzce-Bolu earthquake, Turkey. Furthermore, the vulnerability functions, which describe antiseismic characteristics of reinforced concrete building, were obtained by their respective damage patterns on the basis of this chart, and it turned out that the building of Turkey is more vulnerable than of Japan.
