To detect the seismo-radio signal propagating directly through the earth's crust, we have developed ELF EMW observation system with two ball antennas. Measurements of ELF waves in a deep sea will inform us the size and/or shape of seismo-electromagnetic source region as a tomogram of the source region. (1) In the present paper, we introduce the observation system and some of the results for measurements of the ELF signals in a shallow sea. Two ball antennas(a stainless steel sphere of 23 cm) with a input resistance (10^<11> ohm) voltage follower circuit are installed in glass spheres (Benthos, 2040-10V) as instrument housings for deep underwater. Output signals are feed to a low-noise instrumentation amplifier with a high pass filter. The minimum detectable signal at the voltage follower input is about 5μV at 10 Hz. After ADC circuit, digital data will be sent to the DAT(Digital Audio Tape, 1 G byte) as a data storage device. The Flotation system composed of glass buoyancy spheres and an acoustic release instrument, will be used at main observation. Horizontal component of the electric field in the shallow sea(10m and 20 m) was obtained. The number of impulsive events is 10 times more than that of observed on the land. Further results will be presented in this report.
