直接支払制度における集落協定の締結要因  [in Japanese] Quantitative evaluation of Direct Financial Compensation Program  [in Japanese]

2000年度,中山間地域における多面的機能の維持を目的とした「中山間地域等直接支払制度」がスタートした.本稿では,千葉県安房郡の富浦町・富山町・鋸南町を対象に,直接支払制度における集落協定の締結要因について計量分析を行った.本稿で明らかになった要因は,第一に十分な労働力を保有していること,第二に専業的な経営形態であること,第三に自作意欲が高いこと,第四に集落内の複数農家がある一定水準以上の農業生産レベルを維持していること,第五に集落内に活発なコミュニケーションが存在することである.最後に本稿の計測結果から明らかになった要因は,耕作放棄発生要因に関する過去の研究結果と整合性があり,本制度は,限界農地の耕作放棄発生防止策として機能しておらず,制度の持つ選別的な機能が確認された.また,その一方で自作意欲の高い専業的な農家経営に対する支援としては予防保守的な有効性をもっていることが確認された.以上の結果から,今後の直接支払制度の政策的課題は,第一に農家の営農継続に対する支援が必要であること.第二に集落内のコミュニケーションの活性化策や,若い担い手を定着させるようなソフト面の支援策が必要であることである.

"Direct Financial Compensation Program at hilly and mountainous areas" has been started in 2000 to maintain Multiple Functions in hilly and mountainous areas. This paper examined quantitatively farming and hamlets conditions for qualifying Direct Financial Compensation focusing on Tomiura-cho, Tomiyama-cho, Kyonan-machi in Chiba prefecture. We evaluated conditions for hamlet agreement which is a prerequisite for the payment by Probit estimation. The results showed: the first is that the farmer has enough amount of family labor; the second is they are full-time farmers, the third is that farmer has an incentive to cultivate in his agricultural land; the forth is that two or more farmers in the village maintain the production level; the fifth is that communication in hamlet is active. The results also indicated that this program was effective for the hamlets maintaining favorable farming conditions although the program was not effective for preserving hamlets that have lost basic farming conditions.
