本稿は、昭和20年代後半の山形県を事例に、青年団の社会福祉活動を検証した。山形県の青年団の活動は、選挙浄化運動、産業開発青年隊運動、社会福祉活動が三本柱であった。その中で社会福祉活動の活動プロセスや活動内容は、資料が整理されず、検証もされてこなかった。検証を行うための資料として、山形県社会福祉協議会が発行した広報誌『たすけあい』を主に利用し、活動の方針、活動の内容、活動の目的を考察した。さらに、社会福祉指定団の研究活動も考察した。山形県の青年団の活動方針は新しい社会の建設にあり、活動内容は農繁期の託児や苗代の消毒、被服補修といった生活に直結した活動であった。そして活動目的は人間的教養を高め、地域組織の連携を図ることに置かれた。社会福祉指定団の研究活動の一つは、地域問題の発見を促す社会問題地図の作成にあった。その結果、青年団の社会福祉活動は、地域生活の向上と民主化を進める実践であったことが明らかとなった。

This is a case study of the social welfare activities of a Yamagata Prefecture seinendan in the latter half of the Showa 20s. The activities of the Yamagata Prefecture seinendan involved three main areas: 1) the clean election movement, 2) industrial development, and 3) welfare activities. Of these three, the authors investigated the last, which had been neither recorded nor examined. We used the newsletter "Tasukeai" issued by the Social Welfare Association of Yamagata Prefecture as the main source for document review to determine the policies, contents and objectives of the seinendan activities. Then, we examined the research activities conducted by the shakaifukushi-shakaifukushi-shiteidan. Document review revealed that the goal of the seinendan is to build a new society. Their activities are directly linked to their daily lives: for example, providing child care during the peak season for farm work, disinfecting nursery beds on farms, and mending clothes. Objectives include raising the education level of its members, and coordination and cooperation among regional organizations. One research activity of shakaifukushi-shiteidan entailed the creation of a map of social problems in order to identify local issues. From analyzing this research, we clarified that the social welfare activities conducted by seinendan represented steps to democratize society and to improve the living standard of local residents.
