Abstract
A design for video storage and transmission system is presented. In spite of the recent advances in video coding algorithms, limitations still exist on the coded picture quality, determined by its coding rate. In this system, transmission of high quality video through a rather low bit-rate link is achieved by introducing the interchange between coding rate and transmission time. Possible structures for the system are first examined and the basic design of the system is then described.
