The aim of this article is to analyse the changing attitude of the increasing new-type citizens in the urban area, especially their attitude toward residential area and local political problems. What can be summed up from researches the present author participated in are as follows: 1) Most of the newly-settled citizens are the professionals and whitecollar employees. They are inclined to support the progressive parties. 2) They assume negative or non-localistic attitude toward local affairs: neighboring, block associations, relations with the formal leaders and the persons of influence in that district, and intention to settle down in the present address. 3) Although their attitude toward local affairs is negative and non-localistic, they are not politically apathetic to the local government and autonomy. They are more interested in the local government, and more aware of its significance for the citizen's life, than the old conservative middle classes and the people settled there for generations. 4) Their approach to the local political problems is of non-localistic or impersonal character, while that of old-type citizens is traditional, personal, and communalistic. In the local election, they cast their votes according to the "progressive-conservative" principle, while the old-type residents do for the character of candidates. 5) The above-mentioned fact shows the appearance of new-type citizens, whose concern for the local government is intense but non-localistic and impersonal. Their new political consciousness may become the foundation of the new-type democracy of urban residents. If the progressive parties succeed in organizing their new political potentiality and in exercising the proper leadership, the future is promising for the local democracy in the urban area.
