ITソリューションにおけるトータル・プロジェクトマネジメント・システム(我が社のPM事例)  [in Japanese] Total project management system for IT solution(PM Case)  [in Japanese]

プロジェクトマネジメント(PM)は,システムエンジニアリングの人々が中心になって標準化していった歴史がある.また,欧米ではPM以前の商談時のプロセスをキャンぺーン・マネジメント,コントラクト・アドミニストレーション,リーガルの専門職能群が実行リードする.持にコントラクト・アドミニストレーションは契約・コスト管理の責任権限を商談から完了まで全面的に持って実行する.一方,日本は営業としてのテリトリに曖昧さがあり,米国流のエンジニアリング中心のプロジェクトマネジメントをそのまま導入することは難しい.さらに,ITソリューション・プロジェクトでは,その多くが金額のスケールは小さいにもかかわらず短期間に多人数を要する.すなわち短期間の微分型コントロールを必要とするが,ピーク人員はビックプロジェクト並であることから,金額のスケールよりも1ケタ大きいマネジメント能力を必要とする.よって,商談時の見立て能力が極めて重大な影響を及ぼす.このようなITソリューション.プロジェクトの特徴を踏まえ,日米の職能差異のリスクを最小化するためのコンセプト(e3-PM)について紹介する.

The Project Management have been standardized mainly by system engineers. In Europe and America, the responsibility between sales department and engineering department is divided. Therefore experts in various areas take a part in the business talk and lead that process. On the other hand, in Japan the division of responsibility between them is not clear, so it is difficult to introduce American project management led by engineering into Japan. Based on such a situation of IT Solution Project, this paper describes the concept 'e3-PM' that reduces and minimizes the risk of the function gap between U.S. and Japan.
