随想国立国会図書館改革のあり方(<特集>国立図書館のパースペクティヴ)  [in Japanese] Essays on the reform in the National Diet Library(<Special feature> Perspective on National Libraries)  [in Japanese]

国立国会図書館の今後の改革についての指針を外部識者の見地からまとめた。現状における国立国会図書館の問題点は,国内外におけるそのプレゼンスの低さに集約できる。その理由の最大のものは,国立国会図書館員の内向き志向にある。そこで,当面,国立国会図書館が国立図書館として果たすべき機能と日本の国立国会図書館を取り巻く解決すべき主要な問題点を指摘し,その解決策の一端を,この問題が2006年春,国立国会図書館の独立法人化問題として生じた時に検討した図書館関係NPO法人での検討結果を紹介することで,示している。そこで示された解決策の提言とは次の4項目である。(1)国立国会図書館の経営刷新と強化のための外部者の活用,(2)館の職員人事の弾力化,(3)業務執行体制への民間活力の利用,(4)関係法令の見直し

This is essays on the reform in the National Diet Library from the view point of one of the outside learned peaple. The main issue to be reformed in the National Diet Library is summarized to the weak of its presence domestically and internationally. It cause from the negative thinking of the NDL. To overcome such weak points of the National Diet Library, this author introduces a proposal which has been written by a non-profit organization in last year. This proposal recommends the Library to reform the management, appoint outside talents, utilize private-sector's know-how, and review and regulations related.
