国立国会図書館が国際的にまた歴史的に担っている国立図書館としての性格と政府図書館としての性格をレビューしたうえで,近年の構造改革の動きとサービスのデジタル化という二つの観点から同館のサービスを評価した。このうち国立図書館としてのサービス機能は着実に実施され,とくにデジタル情報技術が導入されることによって,国民および図書館にとっての利便性は上がったと評価できる。他方,議会に対するサービスはこれまで十分な評価を受けておらず,今後の評価に待つことになる。さらに行政府に対する支部図書館制度は根本的な制度的な見直しをして実効性を上げる必要がある。

The author evaluated the library services of the National Diet Library(NDL) of Japan in two frameworks, one of which is the structural reform of the government and the other is the digital information revolution, after having reviewed the international and historical characters of the NDL as national library and as government library. The national library function is evaluated to be great for the people and the library community especially after having introduced digital information technology. On the other hand, the service for the diet members has not received enough assessments. The library system for the executive branch needs to undergo the fundamental institutional change to work effectively.
