資料保存の領域において伝統的に国立図書館が担ってきた役割が,デジタル時代においてどのような位置付けを与えられているのかについて,米国議会図書館の事例をもとに考察する。電子情報資源が図書館サービスの不可欠の基盤となりつつある状況の中で,保存問題はますます複雑になっており,国立図書館単独で解決できる問題は限られている。全国レベルの枠組みを構想し,その中で自らが担う領域を明確にし,関連機関との協力・協働の仕組みをつくることが,これからの国立図書館の役割として重要な視点になることを示す。

This paper examines how the roles of national libraries in the field of preservation are defined in the digital information environment by reviewing the case of the Library of Congress. As providing access to electronic resources moves into mainstream of library services, preservation problem is becoming more complex so that no one national library can solve it. It is more critical than ever that national libraries establish national preservation programs, delineate the roles and responsibilities of each participant and facilitate cooperative efforts.
