ドイツには国立図書館が三館存在しており,単一の巨大な国立図書館が全国の図書館をリードする形にはなっていない。ドイツは連邦制国家であり,教育・文化行政は州の所掌となっている。そのため,国立図書館は他の図書館を指導する立場にはなく,現在進められている図書館振興策においても国立図書館の存在感は希薄である。また,国立図書館は,図書館法がないドイツにおいては例外的に法律に根拠を持つ図書館であり,振興の対象としては,優先順位が高いわけではない。しかし,国立図書館自身も,自ら改革を進めることで,国立図書館としての機能の強化に努めている。

There is no single huge national library, which leads library community in Germany, because Germany has three national libraries. And in this federal country, policy on education or culture is state's matter. In addition, national libraries are relative favored with resources and legal basis than public libraries. Therefore, national libraries don't play important roles in recent library promotions. However, it doesn't mean that reform of national libraries are disregarded. They are struggling for themselves to develop their own function and obtain result indeed.
