貧困の「個人化」に関する研究 : 「ワークフェア」政策の諸問題  [in Japanese] A Study of "Individualization" of Poverty : Problems of "Workfare" Policy(Social Welfare)  [in Japanese]

わが国の対貧困政策の「改革」プロセスのなかに、「ワークフェア(workfare)」と呼ばれる一貫した動向を見出すことができる。ワークフェアは、貧困に陥った主たる原因を貧困の当事者自身に求める考え方を、その基盤においている。本稿は、貧困を「個人化」して捉える考え方を支えているいくつかの言説に関し、そのロジックのあり方について検討したうえで、ワークフェア的対貧困政策の現状を確認し、その帰結に関する批判的考察を行っている。

We can find out a consistent policy trend, it so called "workfare", in the process of antipoverty policy "reform" in Japan. Workfare is based on the way of thinking which major cause of poverty reduce the problems of poor person themselves. In this article, I have examined some discourses which support the way of thinking the "individualization" of poverty, confirmed the present state of workfare antipoverty policy, and considered the consequence of it from critical angles.
