抄録

Mr. Yoshiaki Tajima, chairman of Miyagi Fukusi Jigyoudan announced the deinstitutionalization of Funagata Kolonii by 2010 at the meeting held in Sendai City in December 2002. Being based this proclamation Mr. Shiro Asano, governor of Miyagi Prefecture, expressed the notion that all the institution in Miyagi Prefecture will be disorganize and Miyagi Prefecture try to consolidate the condition for the person with disabled to live in community. These two proclamations about the deinstitutionalization in Miyagi Prefecture had deeply impacted upon the normalization movement and became a landmark for deinstitutionalization advanced form mid-1990s. We conducted the research about the process and policy of deinstituitonalization of Funagata Kolonii in 2003 and 2006. The aim of this paper is to investigate the policy developed by Funagata Kolonii and Miyagi Prefecture to promote the people with disabled to move from the institution to community in inorder that they can enhance the quality of their life. By comparing the policies carried before and after the proclamation, we consider how the deinstitutionalaization had been promoted by these and what restriction these proclamations had.
