鉄道信号分野における国内技術と国際規格(安全性及び一般)  [in Japanese] Relationship between Japanese Technology and International Standards in Railway Signalling  [in Japanese]

Abstract

近年,国内の鉄道分野においても国際規格の重要性が高まっている.鉄道分野では,発行済みのヨーロッパ規格を原案として国際規格化される場合が多い.ヨーロッパ規格は,日本とは異なる社会背景や技術発達の経緯に基づいているため,実績のある国内の鉄道技術や手続きが整合しない場合には,必要に応じて規格案の修正を要求しなければならない。そのためには,審議過程で国際規格案の背景や意図を理解する努力をした上で,国内技術の正当性を論理的に説明し,理解を得る必要がある.本稿では鉄道信号システムの安全性に関する国際規格案IEC 62425の概要、および日本の鉄道信号リレーの技術が規格案に反映された事例を紹介する.

The importance of international standards is growing year by year in railway field too. Most of railway related international standards originated from European standards. They are based on European social or technical background which is different from Japan. Therefore, if Japanese technologies or procedures are not in conformity with a draft of international standard, we have to insist on a necessary amendment. In this case, we are required to explain an adequacy of Japanese technologies or procedures logically and to make effort to understand a background and aim of the draft. This paper describes the outline of IEC 62425 and the case that Japanese technology of signal relay is reflected to the standard.
