The purpose of this study is a development of small windmill having high efficiency. This windmill also corresponds to the condition of small wind velocity. We measured the wind velocity around the windmill and the torque on the windmill. The experimental conditions are changed as the wind velocity, the number of wings of the windmill, its rotational speed, and whether a shield exists or not. We can get large torque, when the windmill has 8 wings and the existence of the shield. Torque and power coefficients change by the existence of the shield.
